You can easily blur a photo, even just around the edges, by using this effect. Here is an example:
The dialog box to achieve this effect is shown below, though you can choose other slider settings for other effects.
If you want the whole image to be blurred simpy choose Off (no mix) instead of Elliptical Vignette. Two related effects are the Motion Blur Filter and the Normal Blur Filter. A free demo version of Repligator (with all 142 effects) is available:
