This HSV Blur filter allows you to blur selected components of the pixel colors. As you can see in the dialog below, you can blue the hue, the saturation and the value separately:
With frightening results:
The effect can also be used to give the impression of a black and white photograph which has been color painted by hand:
This effect can even give an airbrushed effect to portrait photos:
