This effect adds (what is sometimes known as) Salt and Pepper noise to you photo or scanned image. Here is an example:
It makes the image look quite a lot dirtier and older. It is easy to apply the effect only to the outer edges of your photograph by selecting the vignette mixing option in the dialog. It is easy to do as you can see below:
