The Segmented Effect

This effect divides your image into irregular separate areas (segments the image), and colors them according to the average of the area. In effect it flattens the shading of some areas of the image. The result can be a cartoon effect if you use the original image as the background, or a stranger effect if you use a graded background.

 

The lower you set the threshold the more of the image is flattened.
